Concretes are porous in nature, and there are multiple sources of water seepage: underground water, bathroom walls and sunken areas, water ponding on terraces, etc. Therefore, water seepage and leakage in buildings are natural, unless water proofing is done during construction or afterwards.

It is most desirable to do a sufficient degree of water proofing at the foundation, while casting the roof, before and after the plastering and finishing, so that the least degree of inconvenience and cost impact comes afterwards.
